It was stated, that the need for an informed consent was not applicable, because: The samples were from offender samples taken per state statute for submission to the DNA database (CODIS). The criminal history records were reviewed to obtain place of birth. Only those offenders whose listed birthplace was within the border of a tribal reservation were used in the study. For apparent siblings & father/son pairs, one sample was removed from the study.. It was stated, that the need for an approval by an ethics board, committee or organization was not applicable, because: Offender samples were submitted under applicable state law which includes research and population studies..
